At the end of the decade in 1950, several Muslim community leaders in East Java propose the idea of establishing the Islamic religious colleges under the auspices of the Ministry of Religious Affairs. To realize the idea, they held a meeting in Jombang in 1961. In that meeting, Professor Soenarjo, Rector of IAIN Sunan Kalijaga Yogyakarta, was present as resource persons to convey the points necessary as the foundation of the mind that the establishment of Islamic universities in question. In the final session of the historic meeting, the board approved several important decisions, namely: (1) Form a committee IAIN establishments, (2) Established the Faculty of Sharia in Surabaya, and (3) Established the Faculty of MT in Malang.

Subsequently, on October 9, 1961, established the Foundation Endowments Board and the Faculty of Sharia Faculty Welfare Tarbiyah the work plan as follows:

Held a preparatory establishment of IAIN Sunan Ampel of Surabaya and the Faculty of Shariah at the Faculty of MT in Malang.

Provide land for campus development area IAIN 8 (eight) hectares located in Jalan A. Yani No. 117 Surabaya.

Providing housing accommodation for the Professors.
On October 28, 1961, Minister of Religious Affairs issued Decree No. 17/1961, to authorize the establishment of the Faculty of Sharia in Surabaya and Malang Faculty in MT. Then on 01 October 1964, Faculty of Usul al-Din in Kediri was inaugurated by the Minister of Religious Affairs Decree No. 66/1964.
Starting from 3 (three) faculty, the Ministry of Religious Affairs deems it necessary to issue the decree No. 20/1965 regarding the establishment of IAIN Sunan Ampel in Surabaya, as described above. History notes that without the need for a long time, IAIN Sunan Ampel was able to grow rapidly. In the span between 1966-1970, IAIN Sunan Ampel already have 18 (eighteen) faculty spread across 3 (three) provinces: East Java, East Kalimantan and West Nusa Tenggara.
depanNamun Thus, when the accreditation is applied faculty at IAIN environment, 5 (five) of 18 (eighteen) is closed for the combined faculty to other faculty that is accredited and adjacent location. Furthermore, the existence of government regulation number 33 year 1985, the Faculty Tarbiyah Samarinda released and handed over its management to IAIN Antasari Banjarmasin. In addition, faculty Tarbiyah Bojonegoro moved to Surabaya and status changes to faculty Tarbiyah IAIN Surabaya. In subsequent growth, IAIN Sunan Ampel has 12 (twelve) faculties spread throughout East Java and 1 (one) faculty in Mataram, Lombok, West Nusa Tenggara. Now, IAIN Sunan Ampel concentrated only in 5 (five) faculty holding all located on the campus of Surabaya.
