Information

In accordance with the existing acts and regulations, the main functions of BAN-PT is basically to assist and support the Minister of National Education in assessing the quality of Higher Education, including public and private universities, institutes, colleges, academies, polytechnics, religion-based, and government service higher education institutions. BAN-PT is a non-structural, non-profit, and independent agency under the National Education Minister.

Legal Basis
The Indonesia’s 1945 Constitution required the Government to have and undertake a national instructional system regulated in a national act. The National Act No. 2, 1989 on National Education System, which is valid since March 27, 1989, and renewed with the National Act No. 20, 2003 on National Education System, is the fulfilment of the constitutional requirement. The Act regulates the whole system of national education, including higher education institution and study program accreditation system. The accreditation system is regulated in Chapter XVI of the National Act on Evaluation, Accreditation, and Certification, Article 60 and Article 61, which reads as follows.

Article 60


(1) Accreditation shall be undertaken to determine the feasibility of programs and education units for formal education and non-formal education at every level and type of education.
(2) Accreditation of a program and education unit shall be the responsibility of Government and/or independent authorities as a form of public accountability.
(3) Accreditation shall be based on criteria, which is transparent.
(4) The implementation of the provisions for accreditation, set forth in verse (1), verse (2), and verse (3), shall be further stipulated by the Government Regulation.

Article 61


(1) Certification shall be in the form of diploma and certificate of competence.
(2) A diploma shall be awarded to a learner as recognition of the educational achievement and/or completion of a level of education after passing an examination conducted by an accredited unit of education.
(3) A certificate of competence shall be awarded by education providers and training centers to learners and to learners of community as trainees, as a recognition of the competence to do a particular job after passing a competency examination conducted by an accredited unit of education or a professional certification body.
(4) The implementation of the provisions for certification, set forth in verse (1), verse (2), and verse (3), shall be further stipulated by the Government Regulation.
More specifically, the accreditation system of higher education institution and study program is regulated under the Government Regulation No. 30, 1990 on Higher Education, which was renewed with the Government Regulation No. 60, 1999 on Higher Education. The Government Regulation regulates accreditation system in Chapter XIV on Supervision and Accreditation, Article 128, which reads as follows.

Article 128


(1) The minister decides the procedures of quality and efficiency supervision of all higher education institutions.
(2) The quality as mentioned at verse (1) is the relationship among objectives, inputs, process, and outputs which is the responsibility of each higher education institution.
(3) Evaluation of the quality as mentioned in verse (2) shall be conducted by an independent board of accreditation.
(4) The minister decides the procedures of guiding higher education institution development, based on the results of quality and efficiency supervision.
(5) The implementation of the stipulations as mentioned in verse (1), verse (2), verse (3) and verse (4) shall be regulated by the Minister.



Institutional Organisation and Structure


BAN-PT is a non-structural agency under the Minister of National Education, which is initially regulated by the Education and Culture Ministerial Decree No. 0326/U/1994 on The National Accreditation Agency for Higher Education (Badan Akreditasi Nasional Perguruan Tinggi – BAN-PT), which was renewed by the Education and Culture Ministerial Decree No. 187/U/1998 on The National Accreditation Agency for Higher Education (Badan Akreditasi Nasional Perguruan Tinggi – BAN-PT), then by the Education and Culture Ministerial Decree No. 118/U/2003 on The National Accreditation Agency for Higher Education (Badan Akreditasi Nasional Perguruan Tinggi – BAN-PT), and finally replaced by the National Education Ministerial Regulation No. 28, 2005 on The National Accreditation Agency for Higher Education (Badan Akreditasi Nasional Perguruan Tinggi – BAN-PT).



The second term of BAN-PT Board members were appointed by the Education and Culture Ministerial Decree No. 0298/U/1998 on the Appointment of BAN-PT Chairman, Secretary, and Board Members, and the third BAN-PT Board members were appointed by the National Education Ministerial Decree No. 064/P/2006 on the Appointment of BAN-PT, BAN-S/M, and BAN-PNF Board Members.



Notes:

BAN-S/M stands for Badan Akreditasi Nasional Sekolah dan Madrasah (Moslem Religion-based School), meaning National Accreditation Agency for School and Madrasah.

BAN-PNF stands for Badan Akreditasi Nasional Pendidikan Non-formal, meaning National Accreditation Agency for Non-formal Educational Units.



The establishment of BAN-PT is fundamentally reflecting the Government intention and concern on the development, maintenance, and continuous quality improvement of higher education institutions and study programs, provision of better community service, and the development of science and technology for the betterment of societal life and the enrichment of national culture.

Establishment
The Board of BAN-PT was established based on the Education and Culture Ministerial Decree No. 187/U/1994, August 7, 1994. BAN-PT Secretariat was started into operation in August 1994, and the accreditation program was initiated in 1996.Appointment of BAN-PT Board Members.

Since 1994 up to the present the BAN-PT Board members have been changed in four successive terms, i.e.
• First Term (August 1994 through December 1998): 20 Board members were appointed, and Prof. Dr. Soekadji Ranuwihardjo was appointed as the Board chairman.
• Second Term (January 1999 through August 2003): a new Board was appointed, consisted of nine new and 11 old members, charred by Prof. Dr. dr. M.K. Tadjudin.
• Third Term (August 2003 through September 2006): the Board members were reduced from 20 to nine members, consisted of seven new and two old members, chaired Prof. Dr. dr. M.K. Tadjudin.
• Fourth Term (September 2006 through September 2011): 15 Board members were appointed, consisted of 11 new and four old members, chaired by Prof. Dr. Kamanto Sunarto, S.H.

Development of Accreditation System and Instruments

To accomplish its missions, BAN-PT has undertaken several several strategic efforts, including some comparative study and benchmarking against international developed accreditation and quality assurance agencies. The efforts are intended to develop and improve its accreditation system, procedures and instruments. Some main activities are as follows.

1995. Development of accreditation system and instruments for undergraduate (S1) study program.

1996 The instruments were initially implemented in 1996.

1998. Development of accreditation system and instruments for Master’s (S2) study program. The instruments are used since1999.

1998 – 2000. Benchmarking and comparative studies on accreditation system, procedure, and instrument in Australia, New Zealand, the Philippine, South Korea, Japan, Malaysia, and the United Kingdom (University of Newcastle upon Tyne, Newcastle).

1999. Evaluation and improvement of undergraduate study program accreditation instruments, which has been used since 1996.

2000. Development of accreditation system and instruments for Doctor (S3) study program, and Diploma-III study program. The instrument is used since 2001.

2001. Publishing three documents based on 1999 – 2000 benchmarking and comparative studies: (1) Guidelines for Internal Quality Assessment of Higher Education, (2) Guidelines for External Quality Assessment of Higher Education, and (3) Scales for Study Program Performance Assessment.

2001. Evaluative study of Master’s study program accreditation instruments.

2002. Development of new accreditation instruments for Master’s (S2) study program, based on the finding of 2001 evaluative study.

2002. Development of accreditation system and instruments for Diploma-I, II, and IV.

2002. Publishing General Guideline for Accreditation of Higher Education.

2002. Publishing English version of accreditation instruments for Diploma-III, Undergraduate, Master’s, and Doctor Study Programs.

2002. Feasibility study of higher education institution accreditation, and the writing of an academic paper of higher education institution accreditation.

2003. Development of accreditation system and instruments for higher education institution accreditation.

2003. Development of accreditation system and instruments for distance education accreditation.

2007. Improvement of accreditation system and instrument for higher education institution, which is used since 2008.

2008. Improvement of accreditation system and instrument for undergraduate study program.

2009. Improvement of accreditation system and instrument for Doctor and Diploma-III study programs.

Vision

The National Accreditation Agency for Higher Education (Badan Akreditasi Nasional Perguruan Tinggi – BAN-PT) to be the single accountable agency for Higher Education Accreditation in Indonesia and by the 2011 will be honorable and respectable agency, and becomes reference for other External Quality Assurance Agencies by the power of God


Missions

1. Implementing credible, accountable, and responsible higher education accreditation in Indonesia.
2. Supporting the implementation of the Strategic Plan of National Education Ministry related to higher education external quality assurance.

Aims

1. Providing national accreditation to all study programs, and the public, private, religion-based, and government service higher education institutions, which are providing academic and professional education programs;
2. Providing information on the accreditation results to the users of institution’s graduates



Main Tasks and Functions

Main tasks of BAN-PT are to formulate and socialize operational policies, and conduct accreditation of higher education.

BAN-PT has the following functions.


a. Formulating policies and decision making of higher education accreditation;
b. Formulating kriteria and ranking of higher education accreditation to be recomended to rhe Minister;
c. Conducting socialization of higher education accreditation policies, criteria, and instruments;
d. Conducting and evaluating the implenetation of higher education;
e. Preparing recommendation for following up accreditation result;
f. Announcing higher education accreditation results nationally;
g. Reporting higher education accreditation results to the Minister;
h. Implementing BAN-PT administration.

For the implementation of BAN-PT missions, the National Education Minister decides accreditation criteria and instruments, referring to certain considerations forwarded by the Agency of National Standard for Education (Badan Standar Nasional Pendidikan). To facilitate its missions, BAN-PT can appoint team of relevant experts, team of assessors, and ad-hock committees.
